The short story "Who is to Blame?" was published in 1887 and tells the story of a peasant family who perishes in a collision with a train. The narrator and other local residents try to determine who is responsible for the tragedy and discover that the blame lies not only with the train operator, but also with the whole system that fails to ensure people's safety.
